Health & Safety

Challenge

As environmental and compliance lead for an oil and gas client, ensure the health and safety of more than 65 field personnel working across a multi-state region during spill response activities. Responsibilities included oversight of environmental compliance audits/inspections of cleanup, support, vessel deployment, waste transfer, and staging sites for marine and land remediation under extreme heat and unpredictable weather patterns working in a seven-day-per week emergency response mode.

Solution

Safety measures implemented included simplifying the process and responsibilities of all field personnel that had to conduct a considerable amount of travel between sites to conduct field compliance audits. Implemented a severe weather policy for traveling and auditing, along with a rest policy to ensure all inspectors were well rested and able to perform the prescribed duties.

Results

Successfully managed the project for 3 years and 1 month of activity with no recorded injuries or safety incidents among staff.


Emergency Response

Challenge

Assigned Incident Command Staff position as the Environmental and Regulatory Compliance lead managing environmental remediation activities of multiple sites in the Gulf of Mexico.

Solution

Verify compliance with all applicable regulations pertaining to current operations; and develop cohesive and coordinated communications and logistics for Emergency Response team. Assisted with planning and preparation of Hazardous Waste operations and disposal for oil spill clean up debris. Developed single points of contact within the ICS system for each division.

Results

Clear chain of command and reporting system resulted in less confusion between the divisions and bolstered communications while enhancing productivity and ensuring the logistical aspects were covered.


Strategic Consulting

Challenge

To bring an oil and gas company into total compliance with all Maritime Security (MARSEC) regulations and remain in compliance for all future audits and inspections.

Solution

Conducted the audit on all U.S. Coast Guard-regulated portions in 33 CFR 154, 155 and 158 consisting of docks, products, transferring of products across docks, shipping and receiving products, and Certificate of Adequacy Marpol requirements of facilities. Audit also pertained to Maritime Security, Area Maritime Security, and Maritime Security for vessels and facilities. Also assisted in HAZMAT and PSM audits, Marine Pollution Prevention Response Plan for Oil Facilities, and Transfer regulations discharge cleanup Response Plans.

Developed a streamlined process in the form of a compliance matrix to ensure security compliance with all applicable regulations of the company facilities. The matrix was developed so that the use was conducive to all facilities.

Results

Absolute compliance was achieved with the USCG marine security regulations by using the process put in place such as the use of the matrix. No violations have been recorded since its use began over three years ago.
